On 2 October 2025, the EUVAC consortium held its first strategic coordination call with the World Health Organization (WHO), specifically the Digital Documentation of COVID-19 Certificates (DDA) Team and the WHO EUROPE office, to discuss global alignment around vaccination history portability.

The call aimed to ensure that EUVAC’s technical and functional developments remain interoperable with global standards, particularly the International Certificate of Vaccination or Prophylaxis (ICVP) and the WHO Personal Health Wallet (PHW) initiatives.

Topics discussed:

  • Use Case 1: Vaccination History exchange via MyHealth@EU in three pilot countries (GR, ES, CY)
  • Use Case 2: Proof of concept using the EUDI Wallet and QR-based offline presentation
  • Use of FHIR R4, EU ValueSets, and compatibility with WHO digital documentation approaches
  • Identity models: Strong identity binding via EUDI Wallet (EU) vs. lighter models under IHR (WHO)
  • Common terminology work and potential alignment on vaccine codes and data standards

The teams also discussed coordination around testing environments (e.g., the EC’s Interoperability Test Bed), and opened the door for EUVAC participation in the WHO PHW/ICVP Community of Practice.

Next steps:

  • Exchange of documentation and implementation guides
  • EUVAC’s formal participation in WHO’s Community of Practice (Nov 2025)
  • Terminology mapping discussions to align WHO and EU vaccine datasets
  • Consideration of IDIKA and EUVAC’s inclusion in the Global Digital Health Certification Network (GDHCN)

This call marks the beginning of a closer collaboration between the EU and WHO in building interoperable, secure, and citizen-centred digital vaccination services for both intra-EU and global use.

The EUVAC project (European Digital Vaccination Card) officially launched with a hybrid kick-off meeting in Athens, bringing together public health and digital health organisations from across Europe, alongside representatives from HaDEA. The meeting marked the start of a 36-month initiative focused on strengthening public health through secure, interoperable, cross-border management of vaccination records and greater citizen engagement.
