EUVAC presents the European Digital Vaccination Card vision at AIB Technical Meeting 2026

On 7–8 May 2026, EUVAC participated in the AIB Technical Meeting 2026 in Antwerp, Belgium, dedicated to vaccine records and recall systems that can strengthen adult vaccination across Europe.

Sofia Terzi, EUVAC Project Coordinator and Head of the European Programmes Department at IDIKA SMSA, presented how EUVAC is turning the policy vision for a European Digital Vaccination Card into an interoperable and deployable digital health service.

At the centre of the project is the introduction of Vaccination History as a dedicated MyHealth@EU service. Keeping vaccination information separate from broader health documents, such as the Patient Summary and Hospital Discharge Report, supports data minimisation, faster access to relevant information and the future scalability of vaccination services.

The proposed service will enable healthcare professionals in one participating country to securely retrieve the Vaccination History of a patient affiliated with another country. Vaccination information will be exchanged as a structured HL7 FHIR document through the existing MyHealth@EU infrastructure and displayed to authorised healthcare professionals.

The presentation also highlighted the technical foundations of the service, including:

  • HL7 FHIR R4 resources for structured vaccination information;
  • OpenNCP and established MyHealth@EU exchange mechanisms;
  • European terminology systems and value-set governance;
  • auditability and traceability mechanisms; and
  • alignment with the European Health Data Space and European Digital Identity Wallet.

Beyond healthcare professional-to-professional exchange, EUVAC is examining citizen-centred access to vaccination information. Potential future pathways include retrieving a record through a national health application, creating a portable and digitally signed representation, and presenting selected vaccination information through a QR-based solution or wallet-compatible credential.

These approaches are intended to complement the existing MyHealth@EU infrastructure while preserving national responsibility for the accuracy, availability and protection of vaccination data.

Through this work, EUVAC is helping establish the standards, infrastructure and governance needed for secure and interoperable vaccination information across Europe.
